Kelly to Serve as Senator Boscola’s District Office Director and Counsel

HARRISBURG, January 15, 2014 – State Sen. Lisa Boscola today announced that she has hired Joseph M. Kelly to serve as her district office director and legislative counsel.
“I am thrilled to welcome Joe to my team and am confident he will prove to be an excellent addition to my staff,” Boscola said. “Joe Kelly is well respected in our community and offers an outstanding skill set on economic development and business expansion programs as well as exceptional legal expertise.”
Working out of Boscola’s Bethlehem office, Kelly will oversee district office activities and community outreach efforts. He will also serve as Boscola’s legal counsel to the Senate Consumer Protection and Professional Licensure Committee. Boscola serves as the committee’s Democratic chair. She said Kelly will also help review issues, bills and provide her with legal opinion and advice.
A Bethlehem Township native, Kelly previously served as director of the city of Bethlehem’s Community and Economic Development Office. Prior to that, he was the city’s assistant solicitor.
Boscola said she worked extensively with Kelly on Bethlehem’s successful designation to the state’s new City Revitalization and Improvement Zone (CRIZ) program. She also credited him with creating a public-private partnership loan program and overseeing numerous construction and improvement programs throughout the city during his tenure there.
Kelly is a 1997 graduate of DeSales University and received his law degree from Dickinson School of Law in 2000. He is a member of the CACLV, LVEDC, Chamber of Commerce Board of Governors, Northampton County Gaming Authority, Keystone Innovation Zone, and the Bethlehem Revitalization and Improvement Authority.
